Different experiences in the environmental/regulatory/legislative world may determine some differences in priorities. We must be able to separate out respondents to see how the agency side compares and contrasts with community residents and others.
Certain special interests may be represented by the respondents and we can use this information not only to seek out bias in the results, but also to learn about what each group finds important.
As a basic indicator of experience, separate from employment and membership in community organizations, this question helps us to determine the respondents' perspective and take their answers accordingly.
