Format and Rationale: Multiple Layers

Because there are so many topics and under each topic anywhere from 1 to 14 issues, it is unreasonable to ask every respondent to comment on every issue. While some may have extensive knowledge and experience and may be able to give feedback on a wide variety of topics, many will not feel qualified to answer and may wish to exit the survey prematurely.

In order to prevent frustration with the time and knowledge required, respondents were given the option to prioritize the 14 topics only, or to go on and "navigate" to as many or as few topics as they wished to explore in further depth. We assume that respondents who are allowed to focus their attention on their "favorite" topics will be able to provide more valuable information than if they are required to cycle through the entire list.
