Problem Perception

Transportation is a major issue for city planning, impacting everything from quality of life to landuse. The city planner has stated that transportation problems are worsening, but they lack the resources and authority needed to deal with them. City planners are charged with the task of maintaining the livability and sustainability of the city as transportation demand grows. However, their scope of transportation authority extends only to drafting zoning ordinances and making landuse decisions. Consequently, they have very few tools for implementing solutions.

The city planners believe that there is a need for a transportation private/public sector partnership. This partnership would build the strength and resources required to address transportation problems. The city's vision is to extend this partnership across other metropolitan areas in the state.
