During the stakeholder process, there was general agreement that if nothing was done, the problems will only worsen. There was a sense that solutions could be implemented, but the solutions would require resources that no single institution or business could adequately provide.

All the stakeholders showed interest in forming partnerships to pool resources and address the transportation problem.The stakeholders, however, were unsure and unclear how the partnerships could form and what they may do. Nevertheless, the stakeholders realized the gravity of the situtation and felt that something needed to be done. To the stakeholders, a partnership would be a first step towards a solution.

Many of the stakeholders were interested in forming a parternship organization similar to a transportation management organization. However, there were different ideas as to how this "partnership" would function.

  • Many members of the private sector envisioned an established organization, such as a TMA
  • Two stakeholders, RIPTA and the Providence Foundation, suggested that the TMA could exist within their organization
  • RIPTA was more inclinded to an-hoc advisory committee.

By the end of the first stakeholder meeting, the decision was made to move forward to explore TMA formation.
