Drought Management Indicators:
DROUGHT CONDITIONS

The RI Draft Plan uses five levels of severity and defines how each of the seven indicators will be evaluated with respect to these five conditions:

Normal (Drought Condition I)

Advisory (Drought Condition II)
Watch (Drought Condition III)
Warning (Drought Condition IV) and
Emergency (Drought Condition V)

According to their draft plan, the more severe drought conditions (III, IV, and V) are assessed on a statewide level; therefore this website has conducted it's assessment at a statewide level as well. There is a lot of room to debate the utility of a statewide vs. regional drought assessment--this statewide assessment should highlight some strengths and weaknesses of this approach.
