The State's greenway
plan. A network of interconnected
green spaces could create places for recreation
as well as help direct areas for open space preservation.
Following a stream or passing through a forest,
greenways would not only promote the rural character
and beauty of the town, but would also attract
tourists and tourist dollars to Hopkinton.
Exit 2 development. Exit
2 is a prime area for potential economic development
providing jobs and tax relief. But, as the property
lies above a Groundwater Recharge Area, it is
also an environmentally sensitive place. This
area has been set as a priority for development
and inquiries have been made regarding recreational
uses of the land. Careful studies should be conducted
as to whether this type of development is consistent
with the growth management plan.
Dye Hill Road Development. This
type of development in a rural area represents
an unguided growth management strategy.
Dye Hill Road represents some of Hopkinton's most
pristine lands. Development in this area should
be carefully evaluated such that it be consistent
with the Growth Management Plan.

Development Regulations:
Growth Caps.
Current growth caps are set at 44 permits per
year. This limit is tied to the CHARIHO School
District's ability to absorb new students.
Impact Fees.
Proposed under the Growth
Management Plan and to be set to vote by the
Town Council in early summer, impact fees would
be collected and channeled into open space acquisition
efforts throughout Hopkinton.
Real Estate
Transfer Tax. At
time of sale, a transfer tax is collected which
is currently earmarked for open
space accusation. If impact fees are adopted,
they will replace this tax.
