Zoning
Richmond
has 4 types of commercial zoning districts, as
well as 3 purely residential zoning districts. The districts
are: neighborhood business (NB), business (GB), light
industrial (LI), industrial (I), mixed use or planned
(PB), and residential (1 acre, 2 acre, and 3 acre).

The Richmond Comprehensive Plan
was updated in 1997 (second draft). The plan lays out a vision
for the town's future growth and development. It has been
approved by the Richmond Town Council but is still being reviewed
by the State. A build out simulation
for the town of Richmond was done and included in the Comprehensive
Plan, which can be reviewed in the office of Statewide
Planning in Providence. To learn more about buildout,

Two strategies that Richmond employs to
control growth are growth caps and impact fees.
Growth Caps: The
town of Richmond has a cap on building permits for single
family homes: 3 per month, or 36 per year. A few exemptions
have been granted each year, resulting in approximately 55
permits granted per year.
Impact
Fees: Richmond also has impact fees for educational expenses
($1600 per unit) and for openspace ($800-1200). The impact
fees are charged at the time permits are issued.
Environmental impact
statements (EIS) are considered in proposals for development,
but they are not considered during the permit issuing process.
